Assessment Framework Development of the Daegu Initiative on SME IAP

 Purpose |
|
|
● To carry out research on the framework for progress measurement of the Daegu Initiative
on SME IAP(Innovation Action Plan) to achieve the goals of the Daegu Initiative
|
|
|
● To help participating member economies make a decision in 2010 regarding the repetition
of the SME IAP cycle and to suggest future direction of the SME IAP
|
|
|
● To disseminate study results of the SME IAP Assessment Framework Development of the
Daegu Initiative on SME IAP and to encourage more member economies to participate in
the Daegu Initiative on SME IAP
|

Contents
|
|
|
● To refer to the records and to examine regarding the evaluation on SME innovation policies
home and abroad
|
|
|
● To create a framework for progress measurement in seven areas of SME IAP
|
|
|
※ The seven areas include:
|
|
|
1. Developing Human resources and technology through linkage between industry and
educational and research institutions;
|
|
|
2. Accessing to specialist assistance and advice;
|
|
|
3. Enhancing availability of capital to innovative SMEs;
|
|
|
4. Networking and clustering for innovative SMEs;
|
|
|
5. Establishing appropriate legal and regulatory structures;
|
|
|
6. Establishing a market consistent economic environment; and
|
|
|
7. Developing methodologies for effectively measuring progress in the implementation of
Innovation programs for SMEs
|
|
|
● To provide participating member economies with a self-assessment tool on achieving
SME innovation, such as a check list based on the SME IAP
|
|
|
● To provide member economies with futures direction of the Daegu Initiative after 2010
including whether or not to repeat the SME IAP cycle
|
|
|
● To emphasize the importance of the SME IAP and to suggest direction of
the Daegu Initiative after 2010
|
|
|
● To invite experts on SME innovation policy to review the interim results of the study
and to discuss future direction of the SME IAP
|
|
|
● To coordinate different opinions of experts recommended by member economies
at seminars
|
|
|
● To collect opinions of the all member economies at the APEC Ministerial Meeting on SMEs
|
|
|
● To invite member economies to the roundtable of the International Conference on
SME Innovation
|
|
|
● To post the project results onto the website of the APEC SME Innovation Center as well as
the 'APEC SME Innovation Briefing' for more efficient dissemination and distribution of them
|
