| 2003~2004 APEC SME Innovation Leader Workshop |
Background |
 |
Korea started the APEC SME Informatization Project
titled ¡°Enabling e-MES Environment- through survey and e-community
based capacity building¡± in 2003 to propose an APEC led SME
informatization initiative. The project consists of three stages:
i) Informatization Survey on SMEs of member economies (July
- November 2003), ii) APEC Informatization Policy Forum for
SMEs (July 2004), and iii) Training Workshop on e-business and
support for e-community building (October 2004). |

Korea has completed the first and second stage
projects. The first stage of the project "Informatization
Survey" focused on policy and strategic support for SMEs,
including intermediaries and case studies of individual SMEs
to identify factors that influence the decision on IT adoption.
The second stage of the project ¡°Informatization Policy Forum¡±
was held for APEC member economies to discuss and share their
IT policies and practices for SMEs¡¯ informatization. |

Objectives |

The third stage of the project, APEC Informatization
Workshop for SMEs, has two objectives. The first one is to help
SMEs in the APEC member economies build an e-community so that
they can possess the collective bargaining power and competitiveness.
The second one is to enable SMEs to access ICT skills and knowledge
and to expand opportunities for market development. To meet
these objectives, the workshop is designed to enhance the capacity
of the government and support organizations in designing, developing,
implementing and evaluating SMEs¡¯ informatization. The participating
trainees will also be provided benchmarking studies composed
of the member economies' ICT policy models as well as the experiences
of the advanced economies. They are expected to build a foundation
for a network in the APEC region for SMEs¡¯ informatization. |

Expected Results and Reports |

The results of the workshop will be incorporated into the
discussion agenda to be submitted to the 2005 APEC Leaders¡¯
Meeting and SME Ministerial Meeting in Korea. |

Furthermore, the results and recommendations from the Workshop
will be reported to the related APEC fora, for example, TEL,
and HRD, which may develop policy guidance and make further
efforts to support SME informatization. |

Workshop Participants |
 |
To help the capacity building efforts to become highly effective,
our target trainees will be from government organizations, academic
or research institutes, and intermediaries such as associations
that are related to SME informatization. The trainees will be
recommended from 12 target member economies that are Brunei
Darussalam, Chile, China, Indonesia, Malaysia, Mexico, Papua
New Guinea, Peru, the Philippines, Russia, Thailand, and Vietnam,
based upon the survey results from the first stage of the project
in 2003. In selecting the trainees, priority is given to one
considering the extent to which the prospective trainee is involved
in SME informatization. 25 trainees will be invited to the Workshop.
